Airedale Springs Ltd - Brian Cooper reaches 50 years continuous service
Brian started work as a laborer at Airedale Springs on the 6 March 1967 when he was 15. He started as an apprentice and qualified as a flat spring maker, then moved through several departments becoming a charge hand in the ‘Bench Department’ and then engineering and maintenance department providing tools and services to colleges utilising his experience which he build up over the years. In 2016 Brian won the ‘Bradford Means Business Award’ for Employer of the Year as recognition of his efforts. The EIA congratulates him on his achievement and his commitment to Engineering.

Tameside College - Opens New £10 Million Learning Facility

EIA members, Tameside College, held an Official Opening of the Advanced Technologies Centre on Friday 19th May 2017. The celebration marked the completion of the first phase of Vision Tameside’s plan to deliver specialist learning facilities. The new £10 million building will help to equip the future workforce with skills for the science, technology, engineering and maths sectors. The Advanced Technologies Centre was officially opened by Brian Holliday, Managing Director of Siemens UK.

Tameside College were also looking at placements for Level 3 students for 30 hours of self-development and employability skills. This could be for a one or two week block or one day a week for 10/12 weeks. Companies must sign a Pre Placement Assessment Form, Risk Assessment and Employment Health & Safety. Companies would receive a half an hour visit to see whether there was a high risk environment. The students would be 16 – 19 years old, would be high end academic students and have a good work ethos. The College were also looking at guest speakers to come into the College and company visits. Members should contact Linda Hart on 0161 508 6560.

Almost half of engineering businesses view supply chains as stretched or fragile.

This is what YouGov’s Supply Chain Funding index (SCFi) has revealed. It measures the strength of supply chains on a scale of 1 to 10. Engineering has gone down from 6.5 to 6 which indicates the fragility of the supply chains and a slowdown in business growth within engineering. DEPARTMENT FOR INTERNATIONAL TRADE (DIT)

The EIA were invited by the Tradeshow Access Programme (TAP) planning panel to a meeting to discuss the Quarter 3 and 4 programme on the 9 May 2017. The planning panels aim to align TAP with the department’s strategic objectives; improve co-ordination between the department and TCPs and deliver the best value for UK business and the taxpayer.

The EIA received provisional confirmation of funding for their shows – Internationale Eisenwarenmesse in Cologne, The Big Show in Oman and Manufacturing Indonesia. We await to hear about Metalex. New targets to be met are to include more companies who are new to export and/or new to market.

A new addition to the rules and regulations for TAP are that there will only be a maximum of six grants per company for shows after 30 September.

EIA LOBBYING

British Bankers Association (BBA)
Sir Ronald Halstead attended a roundtable on Tuesday 16 May where exporting to sensitive markets was discussed as there is some confusion about exporting to certain ‘sensitive’ markets, e.g. Iran, Ethiopia and Belarus.

In the case of Iran, the Government has even promoted opportunities locally in Iran and there has been at least one important trade mission to the country recently. But when it comes to actually handling the business specifically, potential exporters often find they are not supported, by the Government or by many banks.

In the case of Government licence clearances this may only become clear when the application is submitted, as some goods are more ‘sensitive’ than others (e.g. have military applications)

In the case of the banks handling the finance, the factor that determines whether they will take it or not is that bank’s exposure to the US market and any US imposed embargoes (and therefore the threat that the bank could have its US banking licence revoked if it handles the finance). Many banks want to do business in the US and are therefore sensitive to these considerations.  Some banks are particularly exposed in this way.  It was noted some banks won’t accept transactions from an intermediary without clear line of sight to the original provenance of the funds, basically because money laundering has become such a big issue, unfortunately associated particularly with some well publicised cases through London.

Nonetheless there are some banks that have an appetite for such business and many US companies are doing business in Iran.

The BBA will provide their resident expert to give a briefing and answer questions at the next meeting.

Unfortunately as Parliament is in recess (Purdah – the pre-election period between an announced election and the final election results), the Sponsors Alliance Export Forum on Tuesday 25 April at the House of  Commons in the Terrace Pavilion to raise the profile of the Tradeshow Access Programme amongst MP’s and Ministers had to be cancelled. This will be rearranged for the Autumn.

The time period prevents central and local government from making announcements about any new or controversial government initiatives (such as modernisation initiatives or administrative and legislative changes) which could be seen to be advantageous to any candidates or parties in the forthcoming election.

Talent Retention Solutions (TRS)
TRS have established a portal, funded by the Department for Business, Energy, & Industrial Strategy (BEIS), which has the support of the Oil and Gas Industry, their trade associations Oil and Gas UK, OPITO and Scottish Government to support the redeployment of people leaving or ‘at risk’ of leaving the industry through redundancy: https://talentretention.biz/oilandgas/

This is in response to projected job losses in the region of 100,000 + over the next 18 months. The above portal will progressively fill with a variety of highly skilled personnel throughout this period.

Access to the portal is Free of Charge to employers of all sizes. It is free because the work is being funded by BEIS, secondly the primary objective is the redeployment of people into the wider engineering, science and technology sectors – retaining skills within the industry.

The Genesis Initiative
The Genesis Initiative is developing a new agenda, the objective of which is to best represent today’s SME community to Parliament.

There will be a focus on vexatious treatment of SMEs by larger trading partners who have used their muscle to bully SMEs, perhaps on price or to revise a contract. Baroness Roes is working to develop a tribunal type procedure that would give SME’s the access to effective justice in such situations, with heavy penalties for parties found to be guilty of vexatious malpractice. The EIA will be supporting this initiative by sending out a questionnaire to members for hard evidence for the proportion of businesses in each Association which have found themselves in this situation and an estimation of the impact on bottom-lines.

Genesis will also be looking at developing a partnership with the Financial Services Negotiation Forum www.fsnf.uk to achieve best business outcomes during Brexit. FSNF is committed to ensuring that both medium sized companies and small financial service businesses have a voice in this discussion. The Genesis aim is to provide the negotiators with the information necessary to maximized their effectiveness at the negotiating table. This forum will be particularly interesting for organisations with operations in EU countries or further afield.

REPORT ON SOUTHERN MANUFACTURING AND ELECTRONICS EXHIBITION

The EIA exhibited at Southern Manufacturing in Farnborough which had been rescheduled to March this year because of the weather problems experienced in the past. It is the largest regional manufacturing technology, electronics and subcontracting show in the UK. New R&D tax plans – David Gauke, the Financial Secretary to the Treasury, has launched a new plan to make it easier for small businesses (defined as companies with a turnover of less than £2m and fewer than 50 employees) to claim R&D tax relief. Conceived in response to an HMRC consultation, the two year plan aims to increase take-up of R&D tax relief through raising awareness of the relief among SMEs and making it easier for them to apply.

BEPs - MCS Corporate Strategies Ltd studied and responded in full to the recent Government Consultation document on Base Erosion and Profit Shifting (BEPs), which proposes legislation in 2016 to regulate the way R&D Tax Credits and Patent Box may be administered and maximized for SME’s and Large Companies.

Seed Investment Scheme (SEIS) made permanent - Two years after establishing the Seed Enterprise Investment Scheme (SEIS), the Government has announced that its success has led to a decision to make it permanent.

The initiative means that SEIS investors can commit up to £150,000 in a single company, and in return receive tax relief of 50 per cent on their income tax for the year the investment is made.

Annual investment allowance: increase to £500,000 for extended temporary period - The measure increases the maximum amount of the annual investment allowance (AIA) to £500,000 from 1 April 2014 for corporation tax (CT) and 6 April 2014 for income tax (IT) to 31 December 2015 after which it was planned to return to £25,000. However, the Chancellor announced in the 2015 Autumn Statement that the investment allowance would be £200,000 from 1 January 2016.

Enterprise Zones (EZ): Enhanced Capital Allowances (ECAs) - Legislation was introduced in Finance Bill 2014 to extend the period in which 100% ECAs are available in EZs by 3 years until 31 March 2020, and to include a power to make future extensions to the duration of ECA schemes by Treasury order. A pilot EZ will also be established in Northern Ireland. ECAs are available to companies investing in qualifying plant and machinery on designated sites within EZ. These changes had effect from Royal Assent to Finance Bill 2014.

Enhanced Capital allowances (ECA) for zero emission goods vehicles - The government will extend the ECA for zero emission goods vehicles to March/April 2018. However, to comply with EU State aid rules the availability of the ECA will be limited to businesses that do not claim the Government’s Plug-In Van Grant. Legislation was in Finance Bill 2015.
